The Purposes of the Corporation are as follows:

1. Relieving and reducing unemployment
2. Promoting and providing for additional and maximum employment
3. Bettering and maintaining job opportunities
4. Instructing or training individuals to promote or develop their capacities for employment
5. Carrying on research for the purposes of aiding the Hornell area by encouraging the development and retention of existing businesses and industries in the Hornell area
6. Carrying on research for the purposes of aiding the Hornell area by attracting new industry to the Hornell area
7. Lessening the burdens of government
8. To otherwise act in the public interest
